On May 12, 2025, senior economic and trade officials from China and the United States reached a historic consensus in Geneva, agreeing to fully suspend the tariff war that had intensified since 2018 and to establish a long-term communication mechanism. This decision brings significant benefits to China’s hygiene products industry, which heavily relies on imported raw materials. During the trade conflict, the import tariffs on key raw materials such as fluff pulp were significantly raised, pushing costs up by approximately 50%. Spot prices once surged beyond RMB 12,000 per ton, severely squeezing profit margins. The easing of China-U.S. relations is expected to greatly reduce raw material cost pressures, stabilize market expectations, and enhance the viability and confidence of small and medium-sized enterprises.
According to industry statistics, about 90% of China's fluff pulp is imported from the United States. During the trade war, many SMEs faced critical inventory shortages, with stock levels sufficient for only one to two months of production, causing some hygiene product manufacturers to halt operations. Following the agreement, import conditions have stabilized in the short term. Leading companies have mitigated tariff pressure through transshipment strategies via Southeast Asia, but SMEs still face uncertainties in the supply chain. With policy support, the “bamboo over wood” strategy has achieved phased results, increasing the substitution rate of bamboo pulp fiber to 30%. However, domestically produced pulp still falls short in key properties such as whiteness and fiber structure, making it difficult to fully replace imported products. Furthermore, current annual domestic production capacity is only 600,000 tons, far below the market demand of 2 million tons. Although industry leaders are accelerating capacity expansion, new output is not expected to be gradually released until the end of 2025. In the short term, the industry will continue to bear significant raw material cost pressure.
While the easing of China-U.S. trade tensions has alleviated some cost pressures, the industry outlook remains uncertain. Domestic substitution is still immature, and global instability persists. The hygiene products sector continues to face many challenges. Only by accelerating transformation and upgrading, improving technological standards and equipment levels, and strengthening supply chain resilience and collaboration, can the industry achieve stable development amid global industrial restructuring.
